.Multi-site sync properly filters and checks according to allowed zones and filters
Previously, when using the multi-site sync policy, certain commands, such as `radosgw-admin sync status`, were not filtering restricted zones or empty sync group names. The lack of filter caused the output of these commands to be misleading.
With this fix, restricted zones are no longer checked or reported and empty sync group names are filtered out of the status results.
