Description of problem:
octavia-tempest-plugin requires the python h2 module for its HTTP2 tests

octavia-tempest-plugin uses h2 via the httpx module but httpx has only an optional dependency against h2, so python3-h2 was added explicitly to the octavia-tempest-plugin package in https://review.rdoproject.org/r/c/openstack/octavia-tempest-plugin-distgit/+/44573

We now need the python3-h2 package in the OSP distribution

Steps to Reproduce:
1. launch the octavia-tempest-plugin tests with barbican enabled

Actual results:
ImportError: Using http2=True, but the 'h2' package is not installed. Make sure to install httpx using pip install httpx[http2].
