The new workflow for creating manifests with console.redhat.com is

1. Create a blank manifest (subscription allocation)
2. Import it into Katello / Satellite
3. Add subscriptions in Katello / Satellite

This will create a lot of cases of users importing an empty manifest, e.g. one without any subscriptions.

Actual: The call to action button displayed is 'Import a Manifest' even though there is already a manifest imported.

Expected:
If you import an empty manifest, the action button should be 'Add Subscriptions' instead.

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/35963 has been resolved.
