Description of problem:
Windows Guest stucked after reboot, it's a similar issue as BZ 1975840, but the running release has the patch applied [1].

Steps to Reproduce:
1. Start a Windows Virtual Machine
2. Wait a month, apply an update, and the guest is stacked in rebooting state.

Actual results:
Guest reboot stuck.

Expected results:
Complete guest reboot.
