With the new 4.17.0 version upstream started to include the Russian translations, which we will remove for now, until the upstream issue is resolved.

Upstream and I have agreed that this will be solved by bumping the Epoch.

The next steps are:
1) Create a Fedora change for man-pages-ru retirement
# Once approved:
2) Bump the Epoch for man-pages-l10n package
3) Stop removing the Russian translation in the man-pages-l10n package
4) Obsolete the man-pages-ru in the man-pages-l10n
5) Retire man-pages-ru package

This bug appears to have been reported against 'rawhide' during the Fedora Linux 38 development cycle.
Changing version to 38.

Man-pages-l10n has enabled man-pages-ru package: https://src.fedoraproject.org/rpms/man-pages-l10n/pull-request/15

After build is finished, I will retire the man-pages-ru package
