Description of problem:

As per the FFU doc [1] section 3 , satellite-tools repository which should be enabled is mentioned as [2]

Red Hat Satellite Tools for RHEL 8 Server RPMs x86_64
satellite-tools-<satellite_version>-for-rhel-8-x86_64-rpms
Tools for managing hosts with Red Hat Satellite 6, where <satellite_version> is the version of Red Hat Satellite Server that you use

In the customer environment , they had Red Hat Satellite Server 6.7 , so they enabled satellite-tools-6.7-for-rhel-8-x86_64-rpms repo.
But their FFU was failing with below conflict message -:

Problem: problem with installed package puppet-agent-5.5.17-1.el8sat.x86_64
  - package puppet-headless-5.5.10-13.el8ost.noarch conflicts with puppet < 5.5.6-6 provided by puppet-agent-5.5.17-1.el8sat.x86_64
  - cannot install the best candidate for the job
(try to add '--allowerasing' to command line to replace conflicting packages or '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)

Once they changed their satellite-tools to satellite-tools-6.5-for-rhel-8-x86_64-rpms this conflict removed.

May be we need to update the document based on above senario customer faced .
