We're working to add Python 3.11 and a suite of ecosystem packages into RHEL 9, see BZ#2127923.

This bug is for adding `python3.11-pyyaml` into RHEL 9 AppStream as part of the suite of Python 3.11 packages.

This is a clone of BZ#2157721 where I made a typo in the package name.
