Description of problem:
ipvsadm and/or kernel still do not support Maglev 'mh' scheduler

Version-Release number of selected component (if applicable):
ipvsadm-1.31-1.el8.x86_64
Kernel Version: 4.18.0-425.10.1.el8_7.x86_64

How reproducible:
Add a virtual service with mh scheduler

Steps to Reproduce:
1.  ipvsadm -A -t 10.1.90.244:80 -s mh

Actual results:
Scheduler or persistence engine not found

Expected results:
Should add service
