Images available for host creation should be restricted to RHEL* only

How reproducible:
Always

Steps to Reproduce:
1. Go to compute resource detail
2. Create image
3. See the options in the list

Actual results:
Centos, Debian and others are available in the list

Expected results:
RHEL only is availbable

Verified.

Tested on Satellite 6.13.0 Snap 9.0
Version: rubygem-foreman_theme_satellite-11.0.0.3-1.el8sat.noarch

Steps:
1. Create Compute resource - GCE, and navigate to the details page
2. Create image, and check available image options

Observations:
Available images are RHEL only, and Centos/Debian/others are not available in the list
