Description of problem:

In order to backport https://review.opendev.org/c/openstack/nova/+/871612 down to 16.2 and older (which is a severe CVE bugfix), we need to also ship an oslo.utils patch that was originally merged in Ussuri and first tagged with 4.1.0 :

How reproducible:
Nova unittest jobs are failing because the returned oslo.utils object doesn't provide (yet) the required dict of dicts.

According to our records, this should be resolved by python-oslo-utils-3.35.1-5.el7ost.  This build is available now.
