Description of problem:
This BZ is for updating the fabtests package to include the latest changes from the upstream version 1.17.0.

1.17.0


Expected results:
No regression is introduced.

libfabric-1.17.0-3.el9.1 and fabtests-1.17.0-2.el9 passed OSCI gating tests, but are still stuck without the rhel-9.2.0-candidate tag. I have a ticket for that: https://issues.redhat.com/browse/OSCI-4571

Meanwhile, it's fine to start the pre-verification testing of those builds. Here they are in Brew:

The updated rdma-core from bug 2112984 is a required dependency for the libfabric build.

fabtests passed with known issues.
