Description of problem:

Metrics show ingress and archive processing spikes just past the top of every hour, which coincides with the insights-client check-in frequency. Maybe the check-in is causing an archive upload as a side-effect.


How reproducible:

The behavior is a couple minutes past the top of every hour every day.

The cause was found with a handful of specific systems and so isn't a general insights-client issue.
