Description of problem:

"View tasks" button is active even before publishing the CV thus resulting into "No Tasks" message upon clicking it.

Steps to Reproduce:
------------------

1. Install Red Hat Satellite 6.13.

2. Sync the repository.

3. Try to create the CV by adding the relevant details on the "Create content view" page and click on "Create content view" button.

4. On the next page on the top right hand side, we can observe the "View tasks" button active.



Actual results:

The "View tasks" button active.



Expected results:
----------------

It makes more sense for that button ("View tasks") to be active only after clicking "Publish new version" button.
