This bug was initially created as a copy of Bug #2166222

I am copying this bug because: 
Ramen operator as well is missing the required annotation.

Ramen operator has relatedImages as built downstream, hence that is not an issue.


Description of problem (please be detailed as possible and provide log
snippests):

CSV is missing annotation for disconnected environment support and `RelatedImages` field. This causes UI to not show the operator in disconnected environment operators page. Also, image mirroring won't work as expected.

Part of current 4.13 builds due to rebase from main branch upstream.
