When user starts fdo-owner-onboarding-server, the fdo-serviceinfo-api-server should be started too.

Reproduce steps:
1. dnf install -y fdo-owner-onboarding-server
2. check the system, user can see that fdo-owner-onboarding-server and fdo-serviceinfo-api-server are both installed.
3. systemctl start fdo-owner-onboarding-server
4. the fdo-serviceinfo-api-server is not started.

Irene, I'm moving this to you to fix this in the spec and sync with Peter who's currently rebuilding the packages to enable the apiserver too

verified in 0.4.7-3, fixed.
