Description of problem:
Package has unmet dependency on (rubygem(addressable) which is not available (this dependency was not present within version 1.11.0)

Version-Release number of selected component (if applicable):
1.113.0


How reproducible:
Try to update rubygem-git 1.111.0 to 1.113.0


Steps to Reproduce:
1. dnf update

3.

Actual results:
[root@app-2-1-ta:~]# dnf update
<snip>
Error:
 Problem: cannot install the best update candidate for package rubygem-git-1.11.0-1.el8.noarch
  - nothing provides (rubygem(addressable) >= 2.8 with rubygem(addressable) < 3) needed by rubygem-git-1.13.0-1.el8.noarch
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)
[root@app-2-1-ta:~]# rpm -qa | grep -i rubygem-address
[root@app-2-1-ta:~]# dnf search rubygem | grep -i addressable
