Description of problem:

The code currently calls the network service for network and subnet information once for every port. This generates a very high number of calls that retrieves identical data.

This change[1] improves the situation substantially:

Results in 250 node test environment for comparison

Verified change in place on compose RHOS-17.1-RHEL-9-20230712.n.1 (downstream only, upstream tripleo master not maintained)
