"Not migratable" label is added a stopped VM

Description of problem:
"Not migratable" label should only be added to a running VM, because it can not say the VM is migratable or not when VM in other status.

Steps to Reproduce:
1. create vm from yaml

Actual results:
"Not migratable" label is added the VM

Expected results:
No "Not migratable" label added to the VM because the VM is migratable once it's started
