Description of problem:
Cannot attach an existing secret while creating the VM as a regular user, the issue does not happen if the VM is created already.

Version-Release number of selected component (if applicable):
v4.12.0

How reproducible:
100%

Steps to Reproduce:
1. login as a regular user, like "test"
2. create vm from catalog and click customize button
3. move to scripts tab and try to attach a secrets


Actual results:
it keeps loading something

Expected results:
it loads secrets from current project, not at cluster scope.
