This is because Mutter was updated in 39 to ABI 12 and budgie-desktop needs to be updated to reflect this. Previously Mutter reported as libmutter-11 but this was changed in https://src.fedoraproject.org/rpms/mutter/c/f10fab777410eb9316386ef0b94ddb8cb4ad02c4?branch=rawhide
