I can see that perl 5.30 module download view [1] has content and I can download its packages. When I look at Perl 5.26 download listing, it's  empty [2]. Please confirm if an empty download view of Perl 5.26 listing is normal and if it is normal how are customers supposed to download content from an empty page?

Can you also check to see if the 5.26 module reference in the URL is malformed? It looks the URL for 5.26 is 4 characters shorter than 5.24, 5.30, and 5.32

It is correct, because the module does not contain any modular packages. 
The module contains information about profiles and list of packages which should be installed.
The module installs non-modular packages which are available in BaseOS or AppStream repository.

This is caused by a change in the version format (from 820181219174508 to 8010020190529084201),
but does not affect the installation/upgrade.
