guile failed to build from source in Fedora rawhide/f38

Please fix guile at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
guile will be orphaned. Before branching of Fedora 39,
guile will be retired, if it still fails to build.

On s390x Optimization level 2 breaks testcase with garbage collector.
FAIL: fluids are GC'd
Not sure why this happens, until the proper fix is found, i am setting
optimization to level 1 on s390x architecture.
