usbguard failed to build from source in Fedora rawhide/f38

Please fix usbguard at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
usbguard will be orphaned. Before branching of Fedora 39,
usbguard will be retired, if it still fails to build.

The build does not contain any build.log that we could use to investigate the problem. I created a scratch-build for the failing arch, aarch64 and it succeeded, see https://koji.fedoraproject.org/koji/taskinfo?taskID=97755183.
