Description of problem:

When doing a server resize thorough Horizon, the menu shows a dropdown to select the affinity group, but this does not do anything.


Version-Release number of selected component (if applicable):

This dropdown is still showing up in 16.2 and 17.0

How reproducible:

Always

Steps to Reproduce:
1. Deploy RHOSP
2. Deploy a VM
3. Create at least one affinity group
4. In compute > Instances, click on "Resize instance" in the VM actions menu
5. Select a new flavor for the VM
6. click on "Advanced Options and select one of the existing server groups created in step #3
7. Wait for the resize request to transition
8. Confirm resize

Actual results:

VM is resized but server_groups is not changed

Expected results:

The dropdown to change server group should not be there in Horizon, since the Nova API does not allow for this parameter to be included when issuing a server resize.
