It also doesn't ask to install wine-mono like it would in the previous version.

I tried deleting .wine and it does the same thing. Tried a reinstall wine* and same bug.

wine-mono is provided by Fedora so you will not see a prompt to download it as it is already installed for you.

Still getting:

0158:err:module:import_dll Library iconv.dll (which is needed by L"Z:\\usr\\share\\wine\\mono\\wine-mono-7.4.0\\bin\\libmono-2.0-x86_64.dll") not found

as of wine-8.2-3.

At first glance this looks like a Wine bug. It's not loading the 64-bit iconv.dll file that is available. Possibly a wine wow64 bug. If I load the 32-bit 4.3.x version it runs. I don't have time to troubleshoot further though.

Have you tried using the winehq packages?
