Resetting to 9.3 as this just got forgotten in the runup to 9.2 and we don't have a freeze-breaking need for it.

Hmm wait, this got merged as https://gitlab.com/redhat/centos-stream/rpms/ostree/-/commit/d0a01bfa230639ecf974bafb4b57430282b9e4c0 yet seems to have not been rebuilt for RHEL?
