Description of problem: depending on the width of the window, the Hamburger button in "Review and create VirtualMachine" sometime disappear .

Version-Release number of selected component (if applicable):

How reproducible:

Steps to Reproduce:
1. Create a VM
2. Customize VM
3. Disks
4. change window width

Actual results: Depending on the width of the window, sometimes the Hamburger button disappears, even if there is less space to show it because the main menu is visible

Expected results: There is an indication that not all content is visible, e.g. a scrollbar

Additional info: Maybe the behavior is as intended, I personally was just confused that the button disappeared for me unexpectedly, but could be my wrong epxecatation
