Description of problem:
Create a VM with admin and then login with a cluster reader user, view the VM list page, the page is stucking at loading

Steps to Reproduce:
1. create a VM 
2. login with a cluster-reader user, assign cluster reader role to user:
$ oc adm policy add-cluster-role-to-user view test
3. view VM list page
