perl-DBIx-Safe package is missing in EPEL9 but present in EPEL7/8.

This package was retired from Fedora almost 2 years ago after being orphaned for over 6 weeks. That will be why it's not in EPEL-9. If it's needed, someone will have to step up to maintain it.
