Description of problem:

For raw-image and simplified-installer, using ignition to enable/start units doesn't work as ignition ships presets and since osbuild-composer ships with /etc/machine-id, ConditionFirstBoot=true is never met and presets won't work.

1. create an ignition config that enables unit
2. install with the above ignition config

unit isn't enabled/started

unit is enabled/started

This has been already fixed upstream with https://github.com/osbuild/osbuild-composer/pull/3308

Tested on osbuild-composer-76-1.el9_2.x86_64, all services got started.
