.Bucket index entries are no longer lost
Previously, a code update would not handle bucket resharding correctly when it was listed as having `0` bucket index shards. Due to this, a bucket reshard would cause all bucket index entries to be lost.
With this fix, the code update is fixed and an experimental tool - `rgw-restore-bucket-index` is added to help recover lost bucket index entries on non-versioned buckets. Bucket index entries are no longer lost as a result of a bucket reshard.

@linuxkidd , Just to confirm. That HF is for 5.3.0, but this customer is 5.3z1. Is using that HF link OK for this customer?
