Clone the bug back to ux.
The regular user is stucking at load networks in "Add network interface" modal.

The regular user can load the dialog now, but it can only see the network attachment definition in its own namespace, not able to see the network attachment definition from global namespace. Should we fix it?

Move the bug to verified as it see the same results from CLI

$ oc login -u test -p test
$ oc get net-attach-def -n default
Error from server (Forbidden): network-attachment-definitions.k8s.cni.cncf.io is forbidden: User "test" cannot list resource "network-attachment-definitions" in API group "k8s.cni.cncf.io" in the namespace "default"
