Description of problem:
Dues to the capabilities dropping feature a change in the selinux-policy was needed. Thus, rsyslog should define it in the way it conflicts with the older versions, i.e. conflicts with selinux-policy < 38.1.3-1.

How reproducible:
100%

Steps to Reproduce:
1. rpm -q --conflicts rsyslog

Actual results:
EMPTY

Expected results:
selinux-policy < 38.1.3-1
