Guohua,
are you sure? What is the reason of doing the exception for this checkbox helper text? IMO this is not a bug. We have tons of "?" icons thorough the whole UI and none of them is accessible on hover.

ah, I should't say the helper text should be showing on hover.
The issue is when moving mouse over the "?" icon, it's the icon which indicate the element is not clickable, but if you click it, the helper text is popping up. We need to change the icon to normal, so user knows it's clickable to show the helper text.

Ah so the problem is the cursor of the mouse that indicates the "?" is not clickable, but it is.

Update:
I found that the "?" does not show that it is clickable in most of the places in the UI, and where it shows, it is because of other components that are connected to it, so it depends on the situation. So I am not sure if it should always show it is clickable. IMO we should just make it not to look like it was disabled in our situation. WDYT?
