Describe the issue:
In the RHCS 4 and RHCS 5 Operations guide, under Section 1.7. Using the Ceph Manager balancer module, we do not have any explanation about the ceph balancer modes.

However, same has been documented in the RHCS 3 Operations Guide under,
Section 1.5. Using the Ceph Manager balancer module

Suggestions for improvement:
Explanation about the ceph balancer modes should be documented.
