Description of problem:

I ran sudo dnf system-upgrade download --refresh --releasever=38 in a Fedora 37 KDE Plasma installation. The dnf output showed that upgrading from F37 to F38 downgrades KDE Gear from 22.12.3 to 22.12.2.

1. Boot a Fedora 37 KDE Plasma installation updated to 2023-3-7 with updates-testing enabled
2. Log in to Plasma on Wayland
3. Start Konsole
4. sudo dnf system-upgrade download --refresh --releasever=38

Actual results:
Upgrading from F37 to F38 downgrades KDE Gear from 22.12.3 to 22.12.2

Expected results:
Upgrading from F37 to F38 wouldn't downgrade KDE Gear from 22.12.3 to 22.12.2

Additional info:
I'm assigning this to dolphin because I don't see any component for KDE Gear as a whole.
