Description of problem:

If used in a none english desktop setup with i.E. de_DE as language for bash,
the english keycode for chars i used, instead of the correct localized char.

Example:

$ echo $LANG
de_DE.UTF-8
$ xdotool key X Y
XZ $ XZ

As there is no local option for xdotool to use, users assume the correct handling for chars.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
