change modal to boolean button

Description of problem:
For features like "Start in pause mode", "Headless mode" and Descheduler, there is a modal to enable it, which is not quite necessary as it adds no value but two more clicks. Hence suggest move the explanation to the tille as a popover and make it as a boolean button, like the YAML button on the top.

+1. I think this is a great enhancement and we can move the modal's text to the popover that is triggered when clicking the title.
