In the manage DRPolicy, every protected application should have at-least one label and The save button should be enabled only after that.

If this is a regression, please provide more details to justify this:


Steps to Reproduce:
1. Configure DRPolicy and go to Manage DRPolicy
2. Move the unprotected apps to protected
3. Check whether save button is enabled


Actual results:
Save button is enabled to save without any labels attached to the apps

Expected results:
Save button should be disabled if any protected apps do not have any label added.
