Steps to Reproduce:
1. After installing ACM, MCO operator, go to All Clusters -> Data services -> Data policies
2. Under Overview tab dashboard is displayed with partial info


Actual results:
DR dashboard is always displayed with incorrect info

Expected results:
Enable the dashboard only when ACM observability is enabled and the admin user got detected.

DR dashboard is always displayed under the data policies section. When ACM observability is not enabled it shows incorrect data.
