Steps to Reproduce:
1. Fresh RHEL 8.8 VM with above mentioned repos
2. dnf module disable pki-core; dnf module enable redhat-pki
3. dnf module install redhat-pki

Actual results:
[root@ci-vm-10-0-136-164 ~]# rpm -qa | grep reste
resteasy-3.0.26-6.module+el8.4.0+8891+bb8828ef.noarch


Expected results:
[ ]	pki-resteasy-3.0.26-7.module+el8pki+18280+716b970c.noarch.rpm	2023-03-03 11:55 	18K	 


Additional info:
Resteasy package should be installed from RHCS repo
