Description of problem:

When including payload repositories (custom sources in composer-cli), options like GPG keys aren't set correctly in the rpm stage in the os pipeline. This causes builds to fail if gpg check is enabled.

Version-Release number of selected component (if applicable):
v76, v77

How reproducible:
Include a custom source which has a gpg key set, and gpg check enabled.


Steps to Reproduce:
1. define a custom source with a gpg key and check_gpg = true
2. build any image

Actual results:
Failure during rpm stage

Expected results:
Successful installation of rpms
