Description of problem:
Unable to install satellite 6.11.5 on the (to date) recent RHEL-8.8.0 compose:
http://download.eng.bos.redhat.com/rhel-8/rel-eng/RHEL-8/latest-RHEL-8.8.0/compose/AppStream/x86_64/os/Packages/

There is an unmet package version dependency for openscap package:

```

The version of openscap package provided by the rhel compose repo: 
openscap-1.3.7-1.el8.x86_64.rpm
