Steps to Reproduce:
1. On a RDR setup, create DRPolicy and wait for it to validate.
2. From kebab menu, click on Manage policy for ApplicationSets.
3.


Actual results: Manage policy for ApplicationSets page shows 404 error when DRPolicy is not connected to any app


Expected results: 404 error shoudn't be shown

I am reducing the severity to "low", it is happening because u don't have any AppSet on the cluster... u can't "Manage" unless u have AppSets... still UI can have better error messages to make it more intuitive...

we should be adding loading states for the modals as well along with error states...
