Insufficient sanitizing in backup resulted in an arbitrary file read risk. The capability to access this feature is only available to teachers, managers and admins by default. This flaw affects Moodle versions 4.1 to 4.1.1, 4.0 to 4.0.6, 3.11 to 3.11.12, 3.9 to 3.9.19 and earlier unsupported versions.
