Deploying the Block Storage (cinder) backup service in an active-passive configuration is deprecated in RHOSP 17.1 and will be removed in a future release. For RHOSP 16.2 and RHOSP 17.0, the Block Storage (cinder) backup service is deployed in an active-passive configuration, and this configuration will continue to be supported in RHOSP 17.1 for these upgraded clusters.

Description of problem:

In 17.1 we are productizing cinder backup active / active, this will be the default supported way of deploying cinder backup.

Up to 16.1 / 17.0 we are deploying cinder backup as active / passive under pacemaker, this will still be supported in OSP17.1 for upgraded clusters but we are announcing the deprecation of Active / Passive as it will be removed in a future release (OSP18).

Upgraded cluster can keep active / passive during the 17.1 cycle or migrate to active active, a procedure will be published after 17.1 GA

On the doc side we need to announce the active / passive deprecation in the release notes under the "deprecated functionality" section.

The 17.1 cinder backup product documentation should also state that active/passive is deprecated.
