Description of problem:
The "rtl_biast" tool was added years ago, sadly no new version of rtl-sdr was released since 2018. Please, consider adding this useful tool (and possibly other fixes/changes from master) into the rtl-sdr package in Fedora. It is already in Debian, Ubuntu and other mainstream distributions.

rtl-sdr-0.6.0-13.fc38.x86_64

How reproducible:
Every time.

Steps to Reproduce:
1. Install latest "rtl-sdr" from Fedora.
2. Open a terminal and run "rtl_biast".

Actual results:
bash: rtl_biast: command not found...

Expected results:
rtl_biast is present as a part of the rtl-sdr package.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
