Description of problem:
foreman-maintain upgrade list-versions lists 6.14 along with 6.13.z, which doesn't exist with the current release, and 6.14 should be included by the 6.14 maintenance repo

Steps to Reproduce:
1. # foreman-maintain upgrade list-versions
Checking for new version of satellite-maintain...
Nothing to update, can't find new version of satellite-maintain.
6.13.z
6.14

Actual results:
6.14 is also listed with 6.13.z 

Expected results:
Only 6.13.z is listed, and 6.14 should be listed when 6.14 maintenance repos are available and enabled

I checked output of 'oreman-maintain upgrade list-versions' on Satellite 6.13 and also 6.12 with enabled 6.13 maintenance repo.

Sat 6.13: 6.13.z
Sat 6.12: 6.12.z 6.13

VERIFIED with Satellite 6.13 SNAP16.0 & Satellite 6.12.3 @RHEL8.7 (rubygem-foreman_maintain-1.2.8-1.el8sat.noarch)
