The current build of latex2html in fedora does not allow -image_type svg.

SVG is now the default image type for latex2html in order to produce equations that look crisp at any resolution.

For fedora, I think this just requires adding poppler-utils as a dependency,
and editing (or removing) IMAGE_TYPES in cfgcache.pm.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
