Description of problem:
marisa-devel is needed to build ibus-rime in EPEL8.
ibus-rime is Rime Input Method Engine for IBus.

Please put marisa-devel in RHEL8 CRB for RHEL 8.9.

To test this bug, (provided you have all the repos enabled on your test system)
On rhel-8.8.0,
Buildroot-8.8.0: marisa-devel-0.2.4-36.el8.x86_64
On rhel-8.9.0,
CRB-8.9.0: marisa-devel-0.2.4-36.el8.x86_64

This proves that marisa-devel package has been moved from Buildroot to CRB repository.
